If Holy Lord Phoenix and High Inquisitor Seta are dead or imprisoned while Esata the Stone Golem is alive and free, Holy Mines will be taken over by Shek Kingdom.

This location functions more similar to a food storage than a mine, as indicated by the amount of food these buildings possess and the fact that there are no miners. It is likely that this is a food storage for the tributes that Shek Kingdom has collected from the Holy Farms after defeating The Holy Nation.
