{{FORCETOC}} : incorrect syntax, use __FORCETOC__ instead (note there are two underscores on either side).

The behavior switch __FORCETOC__ uses underscores rather than curly brackets. This template catches incorrect usage of {{bracket syntax}} and substitutes to the correct form.
